Market of System Services in Russia

Prime Minister of Russia Vladimir Putin signed a Decree establishing terms and conditions of the new for Russian electricity market  system services market that can be open in 2011. The latter will allow power companies and consumers to obtain redress for ensuring system reliability. 

Now generating companies are involved in maintaining system reliability on their own and can not pay the cost through the market. 

Energy Minister Sergei Shmatko promised in late February to start system services market from January 2011. A company will be able to receive payment for their work aimed at maintaining the power system of certain technological parameters. 

According to the Decree, participants of the market will be not only energy companies but also consumers of electricity, ready to provide services to system reliability. 

Potential participants will undergo a special competitive selection of the System Operator, which is engaged in dispatching in Russian energy system.
