Certification of Products in Russia

The full list of equipment requiring mandatory certification is given in the Regulation of the RF Government "On Approving the List of Goods, Works, and Services Subject to Mandatory Certification" dated August 13, 1997 № 1013.  

Certification of equipment can be carried out in independent Russian certification centres which perform the necessary testing and exercise their expert judgement to assess the compliance of the equipment in question with the statutory norms and standards.

An official Compliance Certificate "GOST R", may be issued only by the certification centres accredited by Gosstandard RF (the Governmental Standards Organisation of the Russian Federation). 

In order to obtain certification for imported equipment it is necessary to submit the following documents:

    
* Operation manual;
    
* Equipment passport (if available);
    
* International standard certificate (a copy);
    
* The letter confirming the authority (Power of Attorney) from the manufacturer in favour of the supplier, or a copy of a procurement contract. 

All documents must be submitted in Russian. It is mandatory that the translation is officially verified. Certification of certain  types of equipment requires additional official documents: hygienic certificate (sanitary-epidemiological conclusion certificate), fire safety certificate, etc.

Severstal May Add $40 Million To Its Annual EBITDA

One of the largest Russian steel companies Severstal may buy a controlling stake in British company Berkeley Resources, which conducts exploration and development of uranium projects in Spain.

Investments will be decided after the procedure of due diligence, which will run till December 10.
Principal during the due diligence will be the question of reopening of the plant for the production of uranium concentrate.

The most optimistic scenario is if the plant will be quickly started and will begin production - the asset may add about $ 40 million or 1-1,5 percent to an annual EBITDA of Severstal.

$1 Billion Public Offering Of Polymetal On London Stock Exchange

Shareholders of the company Polymetal -  Russia's largest silver producer, intend to conduct reverse takeover transaction (RTO) with its subsidiary in the United Kingdom Polymetal International, which will then receive a premium listing on the London Stock Exchange (LSE).
The newspaper Kommersant reported today that if the deal goes through Polymetal International will hold on the LSE public offering of additional shares in the amount of $ 1 billion.

International Aspect of RUSNANOTECH 2010 Forum

During November 1-3, within the framework of the RUSNANOTECH 2010 Forum leading world scientists and heads of international innovation companies will share their vision of nanotechnology problems and development prospects.

To Buy Land In Russia: Restrictions For Foreigners

The Russian Law has a number of restricting provisions with regard to purchase of land in Russia by foreigners.

Thus under the provisions of the Land Code of the Russian Federation foreign nationals and foreign legal entities can acquire title for land only if they pay for it. The latter means that foreigners must not be granted permission to acquire state owned or municipal lands free of charge.

In addition to that foreigners are not allowed to buy lands allocated to members of the horticultural, market-gardening and dacha non-commercial associations (allotments), as well as lands near the state border areas, or lands designated as farming or agricultural lands. Agricultural lands can only be leased by foreigners.

Personal Legalization Of Foreign Employee In Rep Office or Branch of Foreign Company

At the moment a mixed system of Representative Office and Branch foreign employees legalization is in force in Russian Federation.

To work legally in Representative Office or Branch a foreigner should obtain:
 
(I) Accreditation card, “Foreign Representative Office Employee” visa (“inosotrudnik” visa) and
(II) Work permit

Below are stages of both procedures:

Procedure I: Accreditation Card
1. Obtaining an accreditation card at the authority that accredited the Representative Office or registered the Branch
2. Applying for a 3-month single entry invitation to the authority that accredited the Representative Office or registered the Branch
3. Obtaining a 3-month single entry “inosotrudnik” visa in Russian embassy abroad
4. Obtaining a multiple entry 1-year “inosotrudnik” visa and its registration

Procedure II: Work Permit
1. Representative Office or Branch obtains employment permit
2. Obtaining personal work permits for each foreign employees

The visa should be obtained only through the authority that accredited the Representative Office or registered the Branch. It means that the inviting party should be the accreditation authority, not some Russian commercial organization. Foreign employees working in Russia on a basis of a business visa break Russian legislation. Sanction is penalty. Worst case scenario is deportation.

Total time needed for a foreigner to enter Russia and legally work if both of the procedures go simultaneously (standard term) constitutes 3 months. Services of a professional company will be very helpful.

RUSNANOTECH 2010 - III Nanotech International Forum In Moscow


III Nanotechnology International Forum RUSNANOTECH 2010 will be held in Moscow Expocentre on November 1–3, 2010.

At the various sections offered under the Forum Science & Technology and Business Programs, expo visitors can gain information on promising nanotech research, and, more importantly, receive a roadmap to its successful commercialization, effective investment  generation, and the creation of market demand for nanotech products.

Nanotechnology International Prize RUSNANOPRIZE awarding is taking place during the Forum. The Prize is awarded on a yearly basis to researchers whose nanotechnology discoveries and innovations have been applied to production as well as to companies that practically implemented them in one of the following fields: NanoElectronics, NanoMaterials, NanoBiotechnology and NanoDiagnostics. 

In 2009, Nanotechnology International Prize RUSNANOPRIZE in the field of NanoElectronics was awarded to professor Leonid Keldysh (Russia) for pioneering research of semiconductor superlattices and tunneling phenomenon in semiconductors, widely used in nanostructure technology for nanoelectronic devices, especially in the molecular beam epitaxy, to professor Alfred Y. Cho (USA) for pioneering research and development of the molecular beam epitaxy, especially for nanoheterostructure technology widely used in nanoelectronics, as well as to RIBER S.A. (France) for development of molecular beam epitaxy equipment. In 2010 the Prize will be awarded in the field of «NanoDiagnostics».

Rusnanotech Forum Fund for the Nanotechnology Development (Rusnanotech Forum Fund) was established on January 26, 2010. The Fund activity is focused on nanoindustry development in Russia and nanotechnologies and innovations popularization worldwide. 

According to the resolution of the RUSNANO Supervisory Council and Board of Directors, the organization of the annual Nanotechnology International Forum RUSNANOTECH is assigned to Rusnanotech Forum Fund.

Sale of 20% Stake In Metalloinvest

 Junior partner in the iron-holding Metalloinvest - Vasily Anisimov - is lookig for a buyer for his 20 per cent of the company, the newspaper 'Vedomosti" reported. He has discussed with his partners the package sale, and has not met opposition.


Anisimov could theoretically sell its stake worth about $ 4 billion in planned for 2011 IPO of 20-30 percent stake in Metalloinvest, combining, among other things, Lebedinsky and Mikhailovsky GOK, Oskol Electric Steel Works and Ural Steel.


Anisimov, according to the newspaper, is engaged in development - assets are consolidated in Coalco International, major projects of which are "The Great Domodedovo" airport and business center," White Square ", and also it owns 11 companies of the former Rosspirtprom, including Moscow's Kristall distillery plant.

Avtovaz Expects 1 Billion Net Profit For This Year

Russia's largest carmaker Avtovaz is waiting for more than 1 billion rubles of net profit according to international standards this year, Vice President on Finance Oleg Lobanov said today.

"Net profit under for this year will amount to about 1 billion rubles, and the "paper" profit under IFRS will be serious, " he added.

"Rusnano" And U.S. Aluminum Giant "Alcoa" Start 15 New Projects


20 - 22 October Rusnano delegation headed by Anatoly Chubais participates in the annual meeting of the US-Russia Business Council. The main theme of the meeting is incentives for innovation and modernization of the Russian economy, as well as the role of cooperation of Russian and American companies in this process. A whole week and a half ago 
California Governor Arnold Schwarzenegger came to Moscow with exactly the same goals - to talk about the future of Russian innovation center Skolkovo.

Anatoly Chubais addressed the meeting with a report in which he spoke about the practical experience of interaction of Rusnano with venture funds in Silicon Valley and American high-tech business.
He noted that the volume of Russian nanoindustrial market in 2015 could rise to the level of $30 billion. 

Anatoly Chubais added that Rusnano and U.S. aluminum giant Alcoa are ready to launch several high-tech projects. Negotiations are underway for 15 projects.
Arnold Schwarzenegger, Governor of California, said: "California is known for making some of the best 
innovative products in the world. We are number one in the field of biotechnology, nanotechnology, in the music business in agriculture. We have the best universities in the world, why not extend it all outside the U.S.? That is not only selling their own products, but also to help other countries to produce their own. "

TENEX Subsidiary Opened Its Office In Washington


Official opening of the TENAM Corp. office, 100% subsidiary of TENEX (Russian leading provider of of nuclear fuel cycle) held on October 21, 2010 in Washington, the press service of Rosatom reported. 

TENAM is the fifth foreign subsidiary of Tenex and the first - in the USA. Among successful subsidiaries are Internexco GmbH (Frankfurt), TENEX-Korea Co. (Seoul), TENEX-Japan Co. (Tokyo) and recently established Tradewill Limited (London).
TENAM Corp. will expand the core business of TENEX on the American continent.

Privatization Plan Approved By Russian Government

The Russian government approved the privatization plan for the next five years and expects to gain from the sale of 900 enterprises' shares 1.8 trillion rubles.

According to the approved plan, Russia is ready in 2013 to sell another 25 percent stake in state bank VTB, to sell its share in the United Grain Company, to reduceits share to a control stake in Sovcomflot, by 2015 to sell 15 % stake in Rosneft's blocking stake in Agricultural Bank, to reduce the proportion of control in Rosagroleasing and Aeroflot, First Deputy Prime Minister Igor Shuvalov reported today.
Privatization of Transneft and Zarubezhneft will not take place yet, although previously it was planned.

The greatest interest of investors may rise privatization of state-owned banks and oil companies.
First - in late 2010 - early 2011 - 
a 10 percent stake in VTB could be sold, not excluding that the Government will reduce its share lower than the controlling one.

In the capital of the largest bank - Sberbank - the Government intends to reduce the share of the Central Bank of  Russia to the controlling one in the period from 2011 to 2013.

During 2012-2015 years the market will be offered a 
Rosneft's 15 percent  package.

RZD will be privatized after 2013.

Prior to 2015, planned to sell up to 25% of Rosselhozbank.
The Russian government is ready for privatization of Sheremetyevo airport, but the decision will be made in the context of the Moscow air hub.
Russian Government may sell 4.11% stake in FSK EES.

Putin Is Holding Meeting On Privatization Of Federal Property


At the moment Prime Minister  of the Russian Federation Vladimir Putin is  holding a meeting on privatization of federal property in 2011-2013 and for the period until 2015 
in the government behind closed doors.

At the meeting there are First Deputy Prime Ministers of the Russian Federation Viktor Zubkov and Igor Shuvalov, Deputy Prime Minister Sergei Ivanov and Igor Sechin, Minister of Transport Igor Levitin, the Head of Ministry of Economic Development Elvira Nabiullina, Energy Minister Sergei Shmatko.

Gazprom Neft Earned More Than 40 Billion During January-September

Net profit of "Gazprom Neft" according to Russian Accounting Standards (RAS) for the first nine months totaled to 40.02 billion rubles. These figures are contained in the report released today by the company.

In III quarter of 2010 net profit of "Gazprom Neft" increased by 3,3 times - up to 19.87 billion rubles. 



In II quarter of this year net income of the company amounted to nearly 6 billion rubles.

New Regulations For Import Of Meds From October 18, 2010

New regulations for import of meds to Russia took effect from October 18, 2010.


Medications including unregistered may be brought to the territory of Russia without permission of the Health Ministry, but only if they are intended for personal use, for useby employees of the diplomatic corps or the representatives of international organizations accredited in Russia, for treatment of passengers and crew members of vehicles, crews and drivers, who arrived in Russia, for treatment of participants in international cultural and sporting events and participants of international expeditions.


Health Ministry of Russia also allows import of a particular party of unregistered meds for clinical studies, examination for state registration of medicines and medical care.


Applications for importation of unregistered medicines on medical grounds are considered within five working days. Resolution of Health Ministry issues in the form of an electronic document with a certified digital signature.

Russia Plans Privatization Of Aeroflot And Sheremetyevo Airport



Ministry of Finance of the Russian federation proposes for privatization program in 2011- 2013  JSC "Zarubezhneft", JSC "Aeroflot" and JSC "Sheremetyevo International Airport" the Head of the Ministry Alexei Kudrin said in St. Petersburg at the IX All-Russia Forum on Strategic Planning in the Regions and Cities.


He noted that recently Russian Government considered a list of companies to be privatized in coming years. 



Kudrin added that prior to 2013 authorities do not plan to address the issue of privatization of RZD and Svyazinvest.

In 2015 Russia Will Build Landing Base for Moonwalkers on the Moon



After 2015, Russia plans to build on the Moon a landing base for unmanned spacecraft. This was announced today by Director General - Designer General of the Research and Production Association (NPO) named after Lavochkin Victor Hartov.



"In the long term (after 2015) i Russian project Luna-Resource / 2 is expected. It will establish a unified landing platform, moonwalker of long-range, rocket takeoff from the Moon, means of loading and samples storages of lunar soil for delivery to Earth.  It will implement precision landing at the lighthouse located on the Moon "- he said. It is assumed "to implement the delivery of samples of lunar soil collected by moonwalker in a pre-selected areas of scientific interest."

The first phase of Russian "return" to the Moon will begin in 2013 when to the Earth's satellite will be sent  a special device "Luna-Glob ". During this phase, scientists expect to study the Moon from the orbit of its satellite, as well as perform experiments on its surface. In the second phase 
a joint Russian-Indian project "Luna Resource / 1" will be implemented. Project "Luna Resource / 2 " will be the third stage of Russian national lunar program.

In 7 Years Russia's GDP Will Grow By 8-10% Per Year



Deputy Prime Minister and Finance Minister of the Russian Federation Alexei Kudrin believes that in 5-7 years GDP of Russia will grow by  8-10% per year. He expressed this opinion speaking in the State Duma of the Russian Federation at the meeting with the Communist Party fraction.
"Looking over the horizon of 5-7 years, I think we can bring economic growth to 8% for the economy to be competitive and modern. But now, in the next 3-5 year we will not see such a growth of 10% to be permanent and sustainable.

Investment Opportunities in Russian Pavillion of World Universal Exhibition 2010

Russian Pavilion at the World Universal Exhibition in Shanghai is planning a series of presentations and business negotiations of the Russian regions, in particular, from the Urals, with their Chinese counterparts before the exhibition closes on October 31.

Next week the Russian section organizes a presentation of investment potential of the city Magnitogorsk. Administration of Magnitogorsk are interested in establishing business cooperation with foreign partners in such areas as tourism, instrumentation, home appliances, lighting, construction and energy.
On Tuesday in Shanghai there will be a presentation of economic and investment opportunities of  Chelyabinsk region of Russia and a series of business negotiations with Chinese partners. I

 It is expected that the Chelyabinsk Governor will sign an agreement between the region and the company "Sinoma International Engineering Co. Ltd" to build a cement plant.
The Russian pavilion at the Expo is preparing a presentation of the Krasnoyarsk Territory and Ingushetia, which also held business talks with Chinese partners.

Russian Galleries On Frieze Art Fair In London

On Thursday in London opened eighth contemporary art fair Frieze Art Fair

Among the record 173 galleries from around the world two of them  Regina and XL  represent Russia.

On the stand of Russia's XL Gallery an art project "Electroboutique" of Aristarchus Chernyshev is represented.  

Regina Gallery recently opened a branch in London, brought to the Frieze Art Fair works of Jonathan Meese, Mary Serebryakova, Jorinde Voigt, Sergei Bratkov, Seeds Faibisovich, Paul Pepperstein, Stas Volyazlovskiy and other artists.

Formula 1 Will Be Held In Sochi In 2014


Bernie Ecclestone and CEO of  "Technology Transfer Center of Building Complex of Krasnodar Territory "Omega" Michael Kapirulin signed an agreement on holding a Formula-1 race in Sochi in 2014.

The championship of Formula 1 in Russia will help  the Russian race team Marussia Motors to enter the elite world of autorsport.

Under the contract the route for  first World Championship in Russia will be constructed in the Imereti Valley. To create a Circuit infrastructure built during preparation for the  Olympics 2014
will be partly used. Track length will be 5.5 miles and it will pass directly to the Olympic Park, and partially will include public roads. The project of tracks was created by the chief architect of the Formula 1 Hermann Tilke.
 

Diring a meeting with Premier Minister Vladimir Putin willingness to finance the project expressed president of "LUKOIL" Alekperov, head of "Basic Element" Oleg Deripaska, head of "MegaFon" Sergei Soldatenkov, General director of "Russian Technologies" Chemezov, as well as the Head of the Krasnodar Territory Alexander Tkachev .

"GOLDEN AUTUMN-2010". "Improving the efficiency and technologies - the basis for further development of agro-industrial complex of Russia" 
 
The 12th Russian agricultural exhibition “Golden Autumn” and International Specialized Exhibition for agricultural machinery “AgroTech Russia” was held within the framework of the Russian Agricultural Week at the All-Russia Exhibition Center from 1 till 11 October 2010.

Federal President of Germany Ended Visit to Russia In Ulyanovsk



Christian Wulff on Friday October 15, completed a 5-day state visit to Russia in a visit to Ulyanovsk 700 km south-east of Moscow. In this city he visited the Regional Training and Technology Center Bosch and the dialysis center of the German company Fresenius Medical Care, the agency DAPD reported.

Dialysis center in Ulyanovsk, where providing medical care for patients with chronic renal failure is one of 10 similar clinics in Russia, created by Fresenius Medical Care - the world's leading manufacturer of dialysis products and services. 


Christian Wulff spoke to patients, doctors and the directorate, who called his visit a great honor and at the same time - testimony to the importance of further enhancing cooperation between German and Russian partners in the health sector.

During his visit to Russia, Christian Wulff also visited Moscow, St. Petersburg and Tver. In Moscow, he held talks with President Dmitry Medvedev and Prime Minister Vladimir Putin, met human rights defenders, journalists and public figures.

The largest Russian oil company Rosneft buys from Venesuelan PDVSA a 50 percent stake in the German Ruhr Oel, which owns a number of refineries in Germany. The corresponding agreement was signed in Moscow on Friday.

PDVSA owns Ruhr Oel GmbH jointly with the British BP. Negotiations with the Venezuelan company on the redemption of its share with Rosneft began in April.

Ruhr Oel GmbH controls from 24% to 100% in four German refineries - Gelsenkirchen, Bayern-oil, Miro and Schwedt. The total capacity of processing plants is 50 million tonnes, representing around 25% of refining capacity in Germany.

Private Foreign Companies Intend To Enter Electricity Market Of Russia



Several private foreign companies are considering entering Russian electricity market, Energy Minister of Russia Sergei Shmatko reported.
"The list of usual private investors may be changed. You know, there is a process of consolidation. I know several foreign companies that are considering possibilities to enter Russian market" - he said, adding that "this is a good indicator." Minister did not name these companies.
This week the head of holding "Interros" (a major shareholder of Norilsk Nickel), Vladimir Potanin, said that Nornikel is advisable to sell its stake in the wholesale generating company OGK-3. He estimates the volume of such transactions of $2,5-3 billion.  

Another major shareholder of Norilsk Nickel the aluminum giant Rusal has approved the possibility of such  transaction as  OGK-3 is a non-core asset of Norilsk Nickel.
According to the internet site of the generating company, Nornikel directly owns 65.16% of OGK-3.
OGK-3 comprises six power plant with total capacity of 8.4 gigawatts, their share in national generation exceeds 5%. They are located mainly in regions where the enterprises of Norilsk Nickel are located.

Russia Will Offer to Investors Aeroflot and Svyazinvest


List of state companies and banks Russian Government offered for sale may be added by the largest Russian airline carrier Aeroflot and the national telecom holding Svyazinvest, Interfax  reported the words of Russian Finance Minister Alexei Kudrin.

"We will spend a large privatization program ... and it mostly oil companies, but also a number of other companies in various fields - from Aeroflot to Svyazinvest will be included" - Interfax quoted Kudrin .

First Oil Option In Russia


Starting  from October 18 2010 RTS launches first option contracts on Russian oil (Brent). The latter will enable the parties to the spot market to protect themselves from changes in commodity prices, and financial players to expand the range of instruments.
On the futures market of RTS, FORTS, now there are two types of futures contracts: Brent oil which is the reference in the European oil market and the Russian Urals oil. The exchange decided to try trading options on more liquid futures. New options contracts will be executed as the underlying asset Brent oil futures every month.

Russian Market of IPO / SPO January-June 2010
